A Duke law school graduate, Starr served as a federal judge on the D.C. Circuit Court of Appeals from 1983 to 1989, as U.S. solicitor general from 1989 to 1993, and as Whitewater independent counsel. The report of his investigation into President Clinton's relationship with Monica Lewinsky led ultimately to the president's impeachment.
Starr's speech is the latest in the student-organized "Practical Politics and the Law" series, which offers students insight into the political process.
